A base is a chemical substance that has a pH higher than seven. On a scale from O to 14, lower pH solutions are strong acids; higher pH solutions are bases.
Solutions measuring pH7 are neutral. A base is a molecule or ion able to accept a hydrogen ion from an acid. An example of base susbtance can be found in the bleach which has a pH 12.6 level.
